Housing The Ministry of Urban Development and Housing is re-established on October 6, 2015 following the issuance of proclamation No. 916/2015 of the Negarit Gazetha that defined the powers and duties of the Executive organs of the Federal Democratic Republic of Ethiopia and is an institution working mainly focusing on urban development and housing sectors.

Vision

Realizing the development of complimentary, prosperous and internationally competitive urban centers, which are centers of development, models of democracy, generate development and deliver efficient services to their inhabitants and ensure their livability through plan led development.

Mission

To make residents beneficiaries by making urban centers to become development and good governance centers by supplying standardized services through integration and coordination of customers and stakeholders.

Powers and Duties of the ministry

• Establish integrated national urban system by preparing national spatial plan and follow up implementation of same; provide capacity building support to regional governments.
• Undertake studies relating to urbanization, and set criteria for categorization and role definition of urban centers.
• Provide all-round and coordinated support to urban centers to make them development centers capable of influencing their surroundings.
• Provide capacity building support to urban centers for improving their service delivery and ensuring developmental good governance, and where necessary, organize training and research centers in field of urban development.
• In collaboration with regional states, undertake studies for integration of urban and rural development activities; cause their approval by the concerned organs; assist and follow-up the implementation of same
• Follow up the activities of city administrations accountable to federal government
• Undertake studies for setting general directions for citizens to acquire residential houses compatible with their own income; cause their approval by the concerned organs; provide capacity building support to regions for implementation of same.
• Undertake studies for integration of urban development with poverty reduction activities, and support the implementation of same.
• Ensure food security and job creation in urban stings.
• Provide support for plan-led urbanization and follow up its implementation

• Device strategy that support the development of new township in the cites and surroundings; cause its approval by concerning organ, support implementation of same.

• Undertake study to establish institutions at federal and regional levels that will be responsible to acquire, develop and supply urban land in continuous, transparent and accountable manner; cause their and greenery development, support and follow up its implementation.

• Establish urban development finance improvement system; cause its approval by concerned organ; sourcing urban development funding, provide implementation support and institutional capacity building.

• Coordinate the content and course activities of other sectors that will be implemented within urban sites and may have big implications for the accelerated efficient development urban setting so as to orient with urban setting.

• Without prejudice to powers given by law any other government organ, ensure the proper administration of houses owned by the federal Government.
• Provide support to ensure the supply of developed urban land is in accordance with demand.

• Build a cadaster and immovable property market systems that ensures transparency and accountability to enhance free market economy.

• Ensure integrated infrastructure and service delivery in urban setting.

• Undertake studies that ensure integrated and efficient urban mobility and support its implementation.

• Set standards for urban cleaning, beautification and greenery development, support and follow up its implementation.

• Establish urban development finance improvement system; cause its approval by concerned organ; sourcing urban development funding; provide implementation support and institutional capacity building.

• Coordinate the content and course activities of other sectors that will be implemented within urban sites and may have big implications for the accelerated efficient development urban setting so as orient with urban setting.

• Without prejudice to powers given by law any other government organ, ensure the proper administration of houses owned by the federal Government.
