The new constitution was approved on 8 December 1994. The election of the Council of Representatives and the Federal Councils is done in a democratic way on 7 May 1995. The National Regional States are also established which indicates the rights of nations and nationalities.

At a joint session held by the Council of Peoples’ Representatives and the Federal Councils, the peaceful transfer of power from the legislature of the transition period to the newly elected one. The election of President and Prime Minister is done accordingly.
